Ich kann mir nicht vorstellen, dass es hier gesonderte Regelungen gibt, da letztendlich alles (direkt oder indirekt) von Israel kontrolliert wird. Bestätigt wird dies durch einen Wikipediaartikel - wobei das natürlich keine gesicherte Quelle ist:

Du setzt Dich einfach in den normalen Bus nach Bethlehem (von Jerusalem aus), viel passieren kann da nicht, es ist ja nicht weit. Bei mir gab es bei der Fahrt überhaupt keine Kontrolle...
